Where did the import fail -- menu item missing, error message, bookmarks do not appear on menu, etc.? This article has the steps: Import Bookmarks from an HTML file.
Also, as you probably realize, version 16 is not secure; Mozilla discloses security flaws after each new release. Is something holding you back from upgrading to Firefox 21? Please let us know so we can suggest solutions or workarounds.
Regarding Thunderbird, there actually is a dedicated support site here: https://support.mozillamessaging.com/.
Make sure that the backup file with the bookmarks has the correct file extension:
- .html for a HTML backup
- .json for a JSON backup
You can check the type via the right-click context menu of that file and open the Properties.
If you are not sure about the file type then you can open the file in Firefox via "File > Open File"
A JSON backup will show as one long text line without line breaks and a HTML backup as a web page with clickable links.
- A JSON backup starts with: {"title":"","id":1,"dateAdded":
- An HTML backup starts with: <!DOCTYPE NETSCAPE-Bookmark-file-1>
Add quotes ("") around the name to rename the file to the correct file extension if the current file extension is hidden or if it is otherwise not working.
Verify the file type in the Properties via the right-click context menu to make sure that the change has been successful.
I did that import and nothing happens.
If you open your exported bookmarks.html file (whatever you named it) as a web page, does it show the expected information?
This is what I get when I try to open with firefox. Sorry it wont even load the image.
Did you check if you have a HTML backup or a JSON backup?
I can't even load a screen shot.

Invalid or no image received.
Maybe you can describe it in narrative terms.
With an HTML-format "export" file, what you want to see is a page of links, and every time there is a folder in your bookmarks, the links are indented. There should be a link for every bookmark you had at the time you use the export feature to create the file.
If it's a JSON-format "backup" file, either you will see a blank display or a "wall of text" and either the page or the source view will start with the characters cor-el posted earlier.
I copied the bookmark folder and saved it as " firefox bookmarks saved" I did not export it " Forgot about that" When I click on the file that I saved ,This is what I get...

Note that you probably need to rename a JSON backup and temporarily add a .txt file extension to make it possible to open the file in Firefox.
