When signing in, I receive a pop-up/Security Alert that states, "Although this page is encrypted, the information you have entered is to be sent over an unencrypted connection & could easily be read by a third party. Are you sure you want to continue sending this information." Two blocks-one labeled 'Continue' and one labeled 'Cancel'. The only choice that allows me to access by provides is 'Continue'. No info is given on what action is recommended to resolve the 'Security Alert' and I can't cancel the 'Security Alert'.

Try to log in to the website via its log in page (click the Sign in link on its main home page) and navigate to the page by starting on its main (home) page instead of using a bookmarked link that temporarily redirects to the log in page.
