Can you provide some more detail. Does this occur only with Firefox, etc.
Modified
It tries to save under the C:\Documents and Settings which is a system folder which users are not allowed to write files (just links to other folders).
How about changing the Download folder to C:\Users\<YourUserName>\Downloads

To quickly change where the files are being download. Hit the Firefox button on the top left. Go to Options and go to General and on the bottom it says Download and below that it says "Save files to."
it looks to be that just change your download location from your current location. follow these steps : goto browser->tools->option->general . here under download tab you choose any of of the answer. a snapshot of this will seen here so you sort out the problem easily . apart from these you can clear the temp files of your browser as well as your system. now, make other people to know if you find the solution ,so make a post .
