userChrome.css cannot add menu items.

The search engine listed when right-clicking a highlighted word is the same one selected in the search bar. So if you want a different engine, simply change the search bar search engine first (click the icon on the left of the search bar to do so).

If you want a list of search engines displayed instead, that requires an add-on.

You could, but the Context-Search add-on does it for you. All you have to do is go to any web site, right click its search bar, and select Add to search bar.

An add-on is essential if you want this feature as you can not do this in Firefox (you need to run JavaScript with chrome privileges).
Otherwise you would have to switch the search engine and repeat the search.
