Snippets is turned off since install, still getting tips window, how to turn off?

On initial Firefox install on a new Dell laptop I turned off Snippets. Still when I open Firefox there's a Firefox homepage footer message. I checked and Snippets is still off. How do I turn this annoying 'feature' off?

Snippets is a O/S control not something the Browser can control.
