Can I change the direction of the webpages to go right-left reading instead of conventional left-right?

pages usually starts from left-to-right and so when contents of the page is large than the screen users have to scroll it horizontally. So my question is can i change the direction of the conventional style of reading in pages that was "left-to-right" to "right-to-left" direction?

How's that supposed to work for pages that don't have a R to L language and such encoding?

Or are you talking about the "issue" of the horizontal scroll bar positioning, only?
