Firefox now asks for primary password every time it starts even if it is not needed to access a site with a saved password. Removing and resetting primary password does not fix the problem.

fsandy9, do you use Sync? That might explain the primary password prompts.

fsandy9, Firefox Sync is used to synchronise your bookmarks, passwords and other data between different devices.

But I am guessing that if you haven't heard of it then you are not using it.
