My Beta v36 shows an update to v37 Beta 1, but won't restart when I click on restart to update. What's wrong?
I click on "Help", and it shows an available update to v37 Beta 1. I click on the update button, and TBird displays the "restart to update" button. I click on the "restart to update" button, and it changes color, but TBird does not restart. Manually closing TBird by clicking on the red "X" in the upper right hand corner and re-opening manually shows that it is still v36.

I had the exact same problem. Just in case, create a full backup of your profile. http://kb.mozillazine.org/Thunderbird_:_FAQs_:_Backing_Up_and_Restoring
Then download the current beta from https://www.mozilla.org/en-US/thunderbird/channel
Install it over the existing beta.

Several users have reported this issue. Since you updated to version 38, have all your "Restart to Update"s worked, for example updating to 39?
A fair chance this was Bug 1035400 - "restart to update" button not working. Prevents users from manually updating when the full update ui needs to be displayed (e.g. incompatible add-ons). Fixed in version 38.
The updates have worked within the v38 environment, but I haven't yet received a notice that v39 is available (I just checked). So I can't answer the question about v39, which may be indication of another problem . . .
