Why did you make the "options" a page instad of a pop-up?
Under "Tools", "Options" used to be a pop-up window which was useful for me as I have a short-term memory disorder but you changed it to a separate page and when I go to look up a password I don't always remember the URL; have to close out of the security section; go back and write down the URL; go back to the "Options" page; open the security section; click on passwords; and look for the URL. Before all I had to do was look up to see the URL and continue to look on the pop-up window.
I'd like to know the reason for the change as nothing was added to the "Tools" menu.

You can toggle browser.preferences.inContent to false on the about:config page: page via a double-click to restore the standalone Options/Preferences window that you had in previous Firefox versions.
You can open the about:config page via the location/address bar. You can accept the warning and click "I'll be careful" to continue.

Firefox 42.0 - I'm back to getting an Options page instead of the popup. I check the config and it says: browser.preferences.inContent;false So why am I still getting the damn page?
Also, how do I get rid of all the crap on a new tab page?
The browser.preferences.inContent is no longer supported in Firefox 42 and later, so it is not possible to open a standalone window by setting this pref to false. Bug 1140495 - Remove support for windowed preferences
You can possibly create a button on the Bookmarks Toolbar to the about:preferences page and hold the Shift key and left-click to open the page in a new window.
You can look at the Classic Theme Restorer extension.

No, I haven't tried the Classic Theme Restorer extension but I'm now running 39.0 which has my options popup. When Mozilla gets their act together and includes this I will upgrade to the newer version.

The browser.preferences.inContent preference was only meant to be temporary if the user actually manually changed it since Firefox 38.0. The Firefox 41.0.2 was the last that this preference worked and not the more vulnerable Fx 39.0.
