When Firefox restores my tabs from last time, it doesn't always remember where I've scrolled to

I have Firefox set to "Show my windows and tabs from last time" on startup. Since upgrading to Firefox 41, I've noticed that it doesn't always remember where I've scrolled to in all of the tabs, which it did perfectly before. Typically not every single tab is affected, but usually a decent portion are. Firefox 41.0.1 did not fix the issue.

This issue seems to be related to the "Don't load tabs until selected" option, since it went away when I turned that off.

It worked around my issue, but there is still clearly a regression in Firefox that I'm working around, and the workaround degrades the user experience. Where should I file a bug for that?
