thanks, you have some adware on your system ("OtherSearch Inc") that is listening in to all your secure connections and you are therefore not securely connected to google's servers.
- please go into the windows control panel / programs and remove all entries that sound suspicious and that you haven't intentionally installed (toolbars or potentially unwanted software).
- then run a full scan of your system with different security tools like the free version of malwarebytes & adwcleaner, which are specialised in adware and browser hijackers.

There is security software like Avast, Kaspersky, BitDefender and ESET that intercept secure connections and send their own certificate.

Can you click the Advanced button that shows in the screenshot? You can click the blue "SEC_ERROR_UNKNOWN_ISSUER" text to expand this message and show the base64 certificate text.
If you paste this full text in a reply then we can check the certificate and the issuer.
