firefox 3.6.28 = Really? That is a version dating to April 2012. Support ended long ago.

xpinstall.signatures.required didn't become a preference until (like) Firefox 39 (July 2015), so no wonder it's not in Firefox 3.6.28.

Firebug 1,7.3 is what you need: https://addons.mozilla.org/en-US/firefox/addon/firebug/ See the compatibility table on that page.

But, for some strange reason that version was "signed" due to it being compatible up thru Firefox 5.0; not sure how that would affect it installing / or not installing in 3.6.28. The "auto-signing" that was done at AMO didn't happen until 2015, long after my personal experience with the old Firefox 3.6 had ended.

Are you getting any error message or warning message when you try to install Firebug 1.7.3? If so, please provide a screenshot of that message.
