Beginning about three weeks ago out going e-mail from PC would time out. Now incoming e-mails time out before delivery, On I-Pad in last two days out going e-mail fails. Carrrier GWI has no problems on their end.

I don't understand what this means. Please provide more detail with different wording.

Does problem also happen in safe mode?

I think you define the problem as not Thunderbird. If it involves your I-pad, there is not way it is a Thunderbird issue. Thunderbird does not run on an ipad.

That would leave you with; Poor advice from your provider about the status of the service you pay for or changes to their service.. or defective hardware on your local end of the internet connection or the same software on both the IOS device and the Windows device. (there is not much of that, other than security suites.)
