After downloading Firefox setup 70.0.1.exe the install process stalls after unpacking

I have been using Firefox since inception. Personally, I loath update time cos it normally means change - the only change i could notice this time (70.0) was the logo. Anyway, the desktop pc updated fine but when i came to use my laptop at the weekend Firefox was nowhere to be found and wouldn't respond to any icon clicks and in Windows control panel 'Programs & features' suggested that it may have been uninstalled. Frustrated, i decided to fully uninstal and download and re-install afreash. However, after doubleclicking the .exe Firefox install file the process stalls after unpacking saying "You may not have the necessary permissions to use all the features of the program you are about to run. You may run this program as a different user or continue to run the program as the current user." The two options are; run as current user or run as administrator (with associated password field). Choosing the first option then stalls the instal process. Choosing the second option there is a login or password conflict, even though the current user 'is' the administrator account. Help required please.
