In version 13.0 the option "When Firefox starts show my windows and tabs from last time" is selected but I always get Firefox default page.

Hi Goldie_,

I'm assuming you were not looking at this page when you closed Firefox the last time. Also that you are not in Private Browsing mode, correct? It sounds like it might just be a problem with Firefox being able to save to your pref.js file. You should try the steps listed in How to fix preferences that won't save. Try that and let me know how it goes.

Hopefully this helps!
