You get the tabs next to the Firefox menu button if you have the Firefox window maximized.
Otherwise. they appear below the Firefox menu button.

Hello Orcasea, go to about:config find/type (or copied and paste from here) the browser.tabs.onTop and double-click on it to make it TRUE (default).
