How do I switch the navigation toolbar and an add on toolbar?

I want to change the order in which my toolbars are shown, or stacked. Right now its:

Menu Add-on (swagbucks) Navigation then my tabs

I want my swagbucks tb UNDER the naigation.

This all got messed up after I updated FF.

You can drag-and-drop the toolbar items if you

  1. Press ALT
  2. Click View > Toolbars > Customize

I don't need to add/move items within the toolbar, I want change where the toolbar is located. See attached screenshot, I need the swagbucks UNDER the navigation bar since it is my primary search bar.

What was hitting ALT supposed to do?

If you hit ALT, the menu bar appears, you can do step 2.

Once the customise window is open, you

  1. click "create new toolbar", name it "my_swagbucks"
  2. drag current swagbucks toolbar items to the new toolbar
  3. close the customise window

I followed those instructions, but it doesn't work. The Swagbucks toolbar does not allow buttons to be dragged/moved - and so it can not be moved into a new toolbar.

I'm getting so sick of these Firefox updates that screw with appearance without adding any functionality. If they're going to make changes, they should at least allow users to restore their old settings.
