How to move the bar full of icons from top of page to bottom of page

I don't know what the name of this bar is, but it's the one with the icons on it. Mine shows icons for Windows, Firefox, Internet Explorer, Word, and several others. It always appeared at the bottom of the page, and that's where I want it. But today it moved to the top of the page and I don't know why or how to move it back. Help??!
