Link to offline installer for Windows 32-bit en-US only links to stub

I'm trying to download an offline installer for Windows 32-bit from this page:

https://www.mozilla.org/en-US/firefox/developer/all/

However, the link for English (US) always links to a stub installer and not a full installer like the others. Would it be possible to get an updated link?

I don't see a "report broken link on this page" link there anywhere. I wonder how this is supposed to get reported?

Something like this usually has a Bug report filed in the general issues tracker Bugzilla.mozilla.org to alert and track the fix.

The stub for Aurora en-US has been the case for a bit of a while now actually as I guess nobody who can fix is aware or it may be on purpose perhaps even.
