I have 6 flash versions, with 19 being the newest, but when I check to see if my plugins are up to date, it says I am running 13.

I have 6 flash versions, with 19 being the newest, but when I check to see if my plugins are up to date, it says I am running 13. The check plugin page lists me running 13.0.0.214, but the version 13 that is listed in the addons is 13.0.0.182. Tried updating again, but it did not work.

It is unnecessary have all of the out-dated versions of Flash Player installed on your computer. Please uninstall all versions of Flash Player from your system and download the newest version again.

You really should uninstall all of those versions of Flash Player. https://helpx.adobe.com/flash-player/kb/uninstall-flash-player-windows.html

Then install Flash Player 19.0.0.245 (Plugin-based browsers version) from https://www.adobe.com/products/flashplayer/distribution3.html

Make Firefox is closed/exited when you uninstall and install Flash Player.
