being previously an Outlook user for 20+ years, my assumption was that Thunderbird would act similarly.

AAAH.

I didn't realize that creating a filter on the imap inbox was not only a possibility but a necessity.

the imap rule that i created is: copy all new messages to local inbox and then mark as read (in imap inbox).

however, then i'm still having issues with my local filters not running on the email that is copied to the local inbox.

This has gone far enough. You have had this questions answered is excriciating detail. See here https://support.mozilla.org/en-US/questions/1115588

That you refuse to accept that IMAP is different to POP and works differently is not something to waste any more of people time over.

I will be closing this thread now as solved..
