I follow the link ( chrome://pippki/content/resetpassword.xul), press enter, and then nothing happens. It looks like a page is trying to open, but none does. So I can't change, reset, or do anything without annoying pop ups about the Master Password. Please help!

Chosen solution

Try to rename/remove logins.json and key3.db in the Firefox profile folder with Firefox closed.

You can use the button on the "Help -> Troubleshooting Information" (about:support) page to go to the current Firefox profile folder or use the about:profiles page.
