The release notes forFirefox 59 read:

Faster page load times by loading either from the networked cache or the cache on the user’s hard drive (Race Cache With Network)

Does this mean that I need to keep all cache in order for pages to load faster?

No. I have Firefox options set to clear the cache during a shutdown. While the cache holds useful information so that the browser does not need to download it again (thus saving a bit of time), sometimes there is updated information that might not get thru.

By clearing the cache now and then, the current data is always loaded.
