Unable to install current version. I've deleted application and downloaded, but new version does not appear. I've tried everything.

I have the latest version: MacOS High Sierra, 10.13.6.

I'm also unable to view my history or Library. Is this problem related to the inability to download latest version? The History tab takes me to Library. When I click History, show all history, the page is blank. When I click the star, Restore, I see that 150 items are available. When I click restore, revert, the message appears:

Unable to process the backup file.

Your advice will be very helpful. Many thanks.

Thank you, but it still didn't work. I've attached a screen shot of message. Any additional suggestions?
