I found out while trying to figure out if it was possible to reload while going back or forward that shift-clicking the arrow in private mode opens the page from the arrow in a new, non-private window. I can't decide if this is normal behaviour or a bug.

Good find! This does appear to be a bug. I've opened a new bug report on your behalf (see bug 1612650).
