FF 89 tabs are moved to the top, want them on the bottom below shortcut bar

FF89 has moved tabs to the top of the window, above the address bar. I'd like them back where they were, below the shortcut bar.

I appreciate help, but also, please provide clear instructions for someone that is NOT a FF dev, don't just say "update your css". I'm unable to find userchrome.css it doesn't appear to exist in this version.

If possible, a simple, non Dev approach would be appreciated, such as Settings > Tabs > tick box "Tabs under shortcut bar".

For anyone working on FF development, this is the sort of thing that a lot of users would like to customize, so this setting should be in Settings and it should not be changed from what users had already set.

You probably know that tabs have been above the address bar since Firefox 4, and since Firefox 57, the way you move them is with custom style rules in a userChrome.css file. Well, older sets of rules broke with the release of Firefox 89. Again.

Never ceases to amaze me how UX designers think every single user in the world wants to use the same uncustomizable, inefficient style, one that requires extra mouse movement. These guys must have worked for MS during the W10 development.
