In the Menu Bar I used to get a Plus sign (+) next to the open tab to click and get a new tab. Now I have to right click and select "New Tab". Why?

Click the menu button ≡, click More Tools… and choose Customize Toolbar….

Then localize a New Tab button, you can move it to a Tab bar.
