You can add a min-height rule in addition to reducing the padding.

You can use code in userChrome.css to modify the menu spacing.

Add CSS code to the userChrome.css file.


menupopup > menuitem, menupopup > menu {
padding-top: 2px !important; padding-bottom: 2px !important; /*adjust*/
min-height: 22px !important; /*adjust or use unset*/
}

In Firefox 69 and later you need to set this pref to true on the about:config page to enable userChrome.css and userContent.css in the chrome folder.
