Thunderbird does not have a scam folder, it has a junk/spam folder the name being dependent of the server the account is attached to.

Certain antivirus products have traditionally installed components into Thunderbird without asking. Those components usually go belly up what a new version is installed, so could it be your antivirus that is the problem here.
