Within Privacy and Content a user is allowed to block sites, images and cookies. I have entered sites to be blocked. Yet those sites images still appear and their cookies are still being saved. If I use Private Browsing the cookies are not saved, but some of the images still show. The CISCO site seems to almost totally ignore my settings and Private Browsing.

I want total control of what comes through my browser, not partial.

You can block the domain of the images via Tools > Page Info > Media

Scroll to the images and place a check mark in "Block Images from from..." to block all the images from that domain. Be aware that you may also block images for buttons and other navigational items.
