Scripts won't download

I thought at first it was just Greasemonkey, but it's any scripts. I have to load a script from McAfee to debug an issue and it doesn't work there either. When I click to download a script, all I get is another tab or window with code in it. Now download window or anything.

ok Greasemonkey works now (I don't know why I couldn't find that when I searched the manual, but at least it's fixed), but McAfee won't work and that is the much more important issue. I need the de-bugging script.
