Why aren't Flash cookies cleared the first time I exit Firefox?

I am running XP, have Firefox 16.0.1 configured to "Clear history when Firefox closes" and have "Cookies" (amongst other things) selected on the "Settings for Clearing History" window. I also have Flash Player 11.4.402.287 configured to not allow any storage whatsoever.

As I understand things, beginning with Firefox 4 and Flash Player 10.3, in simple English Firefox is able to clear Flash cookies on exit when configured in the manner described above. However, Firefox does not clear everything until after I exit Firefox, relaunch Firefox, then exit Firefox again.

You didn't check what happens if you open the Flash settings while Firefox was still running the second time.

Maybe Firefox didn't close properly and wasn't able to finish clearing all "Clear Recent History" items and did this on a next start.

Try to use "Firefox/File > Exit" (Mac: "Firefox > Quit"; Linux: "File > Quit") to close Firefox if you are currently doing that by clicking the close X on the title bar.
