Try the following steps:

  1. Enter about:config in Firefox's address bar
  2. Find browser.tabs.onTop
  3. Change its value to false

The tab bar should then move below the toolbars.

I have done this and also reset Firefox to default and I still have an oversize toolbar at the top of my screen - what do I do next without getting professional help?
