Where can I download NSS certutil?

BMC remedy installation requires cert8.db file in order to authenticate using SSL. MOZILLA NSS certutil, (NOT microsoft certutil) is needed in order to create the .db file with the appropriate keystore. I can't find it anywhere on mozilla's website, it's as if it doesn't really exist despite all the articles pointing to it as a fix action for many issues.

hello, the binary files are currently not available as direct download from mozilla - they have to be compiled from the source-code, more information is available at https://developer.mozilla.org/en-US/docs/NSS/Tools

Unfortunately I am not a developer, nor do I have the knowledge to do this successfully. Is there any location that has the NSS certutil compiled for use on windows server 2008 r2 boxes?

back here someone posted a link to a compiled version (it's not the most current version of the nss toolkit and obviously not provided by mozilla directly, so no guarantees)...
