How do you block the "set as background" feature?

I work in IT at a small school. The students keep coming in the lab and changing the computer background/wallpaper to stupid stuff. I've used the gpedit.msc command in WIN 7 to try to fix this issue, but the kids open Firefox and right click then use the "set as background" command. Is there a way I can block or disable this command? Please help!!

I'm not aware of a way to turn off this feature, although people who use Firefox in a kiosk environment might have developed one.

There is a menu editor extension which I think could be used to remove that item from the right-click context menu. I haven't tried to do it myself.
