In my version of Thunderbird (Linux 38.5.1) I don't have this feature. Maybe yours is different? However I am wondering if you have the 'Subject Manager' add-on installed because that offers a 'drop down menu' subject function. If so, the help page for the add-on should tell you how to manage it.
