I searched part of that error message but a lot of the responses from Microsoft's Knowledge base seem to be missing. It could be a problem with Microsoft switching between languages, I'm not sure.

I just noticed your screenshot was a private browsing window. Did you try turning off Tracking Protection to see whether that helps? You can do that by clicking the shield icon at the left end of the address bar. More information: What happened to Tracking Protection?.

Having more than one version of a program may cause issues. You must remove the older programs. Then get the current full installer.
