How do I fix this so it will just open for viewing?

Firefox has some choices on the Preferences page for whether to Open PDFs directly from the web, ask you, or always save. This is linked to the way the site serves the PDF file, so there are some sites where you may always get asked what you want to do even after changing your setting. More info:
