Can't swipe between apps when playing video in fullscreen Mac

If I were to put a YouTube video into fullscreen, it would do so and lock the screen in fullscreen. However, when this happens, unlike with any other browser, I can't swipe between apps with the 3/4 finger gesture on mac. I have to exit (esc) from fullscreen before I can use or see anything else on my desktop. If I were to use F11 to fullscreen just the browser it switches between apps fine, but when putting videos specifically in fullscreen (F) so it expands the entire screen, it locks the screen. Not sure why this happens or how to fix this.

Use two fingers to swipe left or right. Check the settings in System Preferences > Mouse > More Gestures tab > check Swipe between full-screen apps.
