How does Message Filter decide where to move an email if there are two recipients have both have a filter? I thought it might be the first one on the TO line but it is not. I'm always searching for emails because they end up in the wrong folder.

You can ensure that the second filter doesn't take effect by adding the action "Stop filter execution" in the first filter. It's at the bottom of the action list.
