When I am on any webpage, the page up and page down buttons do not work. I have had Firefox 4 pre-release for about a month now and reported this issue over and over and over again but nothing. Is everyone else having this problem?

Sometimes when I open the browser it works for a little bit then stops working. Then the page up and page down button become the forward and backward browsing buttons.

Im my case, hitting F7 to turn "Caret browsing" off solved the problem. See post : http://example.com http://support.mozilla.com/en-US/kb/Unable%20to%20scroll%20with%20arrow%20keys
