When i go to book marks, then show all bookmarks and the library comes up. there is no restore or back up bookmarks?

The toolbar button you have to use is called "Import and Backup".

Sorry was slightly off of the terminology , either way preferably yours. Import and backup is not displayed there. Any suggestions?

I'm having the same issue. The library window (see image) has no visible toolbar buttons.

I just tried something for an entirely different reason, but it seems to have had the side-effect of getting the toolbar buttons to appear. I switched from using the Unity desktop back to the classic desktop. After the switch, the button became visible. It may be worth the quick switch, then restore your bookmarks, and then go back to Unity.
