I updated to Firefox 7 (and 8) at home and got a great new look to my Firefox screen. I updated at work and there was no change to the appearance of my screen. I verified the version through the "Help" icon. Why the difference
Windows 7 on the one that changed, Windows XP pro on the one that did not change.

Windows XP does not have the same installation defaults for Firefox as Windows Vista and Windows 7, but you can change the appearance.
To see how to show the Firefox button instead of the Menu Bar and how to have Tabs on Top or tabs below the toolbars:

Windows XP does not have Aero so the default was to leave it alone. Window 7 has Aero so its users were forced to receive a badly integrated interface and those who had rejected transparency got it anyway in Firefox.
