If you have access to another computer with internet access you can download Firefox 27.0.1 for Windows from http://www.mozilla.org/en-US/firefox/all/ and transfer the file on a usb flash drive or cd to the other computer.

Mozilla used to have CD's you could order however this has not existed for several years now.
