The Tab Group page ("Group Your Tabs") resizes my Tab Group Windows.

I have my Tab Group Windows set up the way I want but Firefox will tweak their sizes and positions when I restart. Is there any way to lock them in place?

Currently there is not a feature to change this. However you can check the screensizes in the sessionrestore file.
