Please see https://www.spectrum.net/support/internet/understanding-email-error-codes for more information. AUP#Out-1000.

The link states the following about 1000 errors:

"Your IP address has been blocked due to suspicious activity. If you’re a Spectrum customer using a Spectrum-issued IP, contact us. If you’re using an IP address other than one provided by Spectrum, blocks will remain in place until they expire."

I would take their advice to contact them.
