I have noticed that anytime I click on an icon that has a dropdown attached, and then press control c the dropdown goes away.

Is this the way it is or do I have a problem?

What would you expect Ctrl+C to do in such a case?

Ctrl+C is the command to copy selected text to the clipboard and a context menu can't do anything with this command, so it is probably interpreted as a Cancel operation.
