Downloading language data for offline translation
How do I download language data for translating on a machine that is not connected to the internet?
I already followed the instructions here to download an offline firefox installer: https://www.mozilla.org/en-US/firefox/all/#product-desktop-release
and I downloaded the language packs I want here: https://releases.mozilla.org/pub/firefox/releases/124.0/win64/xpi/
and I followed the instructions here: https://support.mozilla.org/en-US/kb/deploying-firefox-language-packs
But translation still doesn't work. I even manually installed the "*.xpi" packs into the browser. I can see in Firefox's settings that it thinks the packs are installed, and it offers to translate pages it detects are in a different language, but translation fails. I noticed that the language packs are smaller than I would have expected - smaller than 1MB. Is there a way to download the language data that is needed for offline translations?

A language pack contains string translations for the Firefox user interface and doesn't have anything to do with the new website-translation.
You can find the website language files listed in the translations-models.json file.

I see the files in the disk cache (about:cache), so I'm not sure if Firefox download them only once or each time you use them in a session and if you can use them without an internet connection as files get downloaded from Remote Settings.
