Firefox has stopped opening PayPal. It says that I need a new certificate. What is a certificate, and how do I get a new one?

I downloaded the latest version and now I can't open Amazon and PayPal because I need a new certificate. My computer must be okay, because IE will open both web sites.

What is a certificate and how do I get a new one and install it?

what is the error code shown under technical details on the error page?
