That would work, if attachments were like you think of them as files. They are not. They are a text stream in the body of the email. So when Thunderbird downloads an email, all attachments come with it.

Now if you want to detach the attachments, that is possible. See https://addons.mozilla.org/en-US/thunderbird/addon/attachmentextractor/
